Quality management is concerned with "co-ordinated activities to direct and control and organisation with regard to quality" (ISO 9000). The important words in this definition are direct and control. Also important is what it does not say. It does not say - masses of documented procedures. Direction and control is achieved through supervision, training, signs, documented procedures (when necessary), physical/technical controls and avoidance or any combination of these.
